Agree stand on the plate.
If your position is that he missed it, he has to come back or get called out by the ump.

You stand on home plate with the ball till
play has stopped. Then you appeal the missed touched base and the runner is out. It is really that simple, him going to the dugout has zero bearing on this play.

Yep, thats what I would have done.. (I think, in the heat of battle who knows..)
It seems instinctual to chase him down and tag him though..

Eta. Or the runner was still in play in this case. I don't agree, but that was the call.
Did Collins or Travinski step on the plate after the runner walked off towards the dugout?

Well his coach sort of set him up to lose sight of the game situation up by telling him to go tag the runner after running out of the dugout
