He himself admits he needs to take a few years to develop. That's usually a good sign. I wouldn't worry about him transferring. He can leave after his RS Sophomore year if he wants but he'd have to tear it up for LSU to do so.

I know Jeremy Hill was a RS Soph when he came out. What others?
Are we limiting it to LSU players? Jameis Winston was a RS soph when he went to the draft. Michael Crabtree I'm pretty sure as well, that was back when the NFL first adopted the rookie cap so a lot of RS sophomores starting leaving more and I remember him being the high profile example back then, and honestly I think Jamarcus Russsell's rookie contract combined with his flaming out of the league so quick was the catalyst for that change in the rookie wage scale.
Then once more RS sophomores started leaving, schools started letting talent play more as true freshmen so they could get 3 years of playing time out of them instead of 2 and so RS sophomores led the way to a lot of true juniors leaving.

With NIL and the transfer portal no team can say with confidence they are stacked at the QB position.

Nearly half of college football's starting QBs will be transfers this season
Of the 131 quarterbacks playing at the FBS level in college football, a full 58 will be transfers, or 44.3 percent of all quarterbacks on the field.

Don’t fall into this trap
QB rooms are now year to year.
Howard (or any QB on the roster) is with lsu through this year.
