Actually the goal of the lines are to get the same amount of money bet on both sides. The bookies get the juice and hopefully the bets are a wash. I lived in vegas for 5 years and used to play bball with the guy who set the lines for the Mirage. You'd be amazed what all goes in to setting the lines.
