I was wondering the same thing, but I just watched a replay and it is clearly a fumble. The ball was coming out as Joe's hand was still going back.

I’d have to see a slow motion replay but in real time it looked like his arm was hit before he started the forward motion.

Needs to be credited to OL for that whiff by Charles so a sack-fumble works IMO. That play does not deserve to be called a pick even if his arm were somehow moving forward.
