While I do generally agree with most of what you stated in this thread, there are two rather recent examples of teams rebuilding using this exact philosophy. The Astros and the Orioles. Both had multiple years of drafting underslot players at #1 to enable signing overslot on players with signability concerns in later rounds.

During their rebuild the O's only signed Rutschman at full slot and used the savings on #1 in the other drafts to sign overslot in later rounds.

They didn't do it every single year though. Both franchises picked their spots on when to just go best player available and pay full freight (or close to it).
TAs you said, the Orioles went for the generational talent one of those years. The Astros got Bregman at 2. In the context of prospects he wasn't a generational guy like Rutchsman, but he was the best available in that spot.

It takes both styles (along with a strong international presence, but that's for a different discussion). It also takes a player dev department that is very aligned with the draft room. Which both the Orioles and Astros have or had at the time.

For the O'a 5 of 6 years were underdraft, undersign at #1. The exception being the generational talent.

Totally agree. Would like to add, it is a three prong approach in the rebuilding process. The use of the draft, international presence and the use of the waiver wire/rule 5 draft.

The O's present front office came from the Astros front office team that rebuilt that franchise.

While true, the Pirates are on the cusp of having a really legit team that can go deep in the playoffs.

They would be foolish not to take Skenes.

Skenes won’t get past Washington. I’ve heard that’s their guy and he will be in the rotation in 2024.

Rumor before that draft was Joe Burrow didn’t want to play for the Bengals either. How did that work out?
