Because they can't predict today's weather much less Tuesday's. Storm has already weakened and I just don't think Houston will get as much rain as they are predicting.

This new track is still bad. That puts Houston on the east side of this rain maker on TH. That's going to be five straight days of rain there. I just don't see it happening. They should start making contingency plans now.
