Here is the language of the statute setting forth the constituent members of the Louisiana State University System:

(3) Louisiana State University at Alexandria, located at Chambers.

(4) Louisiana State University at Eunice.

(5) Louisiana State University at Shreveport.

(8) The Center for Agricultural Sciences and Rural Development which administers the agricultural extension and research programs of the board throughout the state. The center shall also be responsible for conducting river water research.

"LSU" when used without any other tag indicates LSU A&M College located in Baton Rouge. It is the main campus, and specifically recognized by the legislature at the state's flagship university. It is not "LSU BR." When using "LSU" to refer to any other school or part of the LSU System, there should be a designation that specifies which campus. (See the LSU System website for examples of this usage, www.lsusystem.edu).

Unlike LSU's status within the LSU System, ULL is not designated as having any special status as opposed to other schools within the University of Louisiana System. ULL has no priority claim to used the designation UL or "Louisiana" over ULM.

I believe this is regards to the university in it's academic capacity. Athletically, ULL can call themselves "The University of Hard Knocks" if they want to.
