What rules would necessitate that? I have no knowledge of any rule on this but that seems stupid if that's the case.

If both host teams lose, the teams advancing out of respecting regionals would be assigned to one of the 16 host sites

The only rule I can find is that it has to be a regional site. Nothing says either team had to play there in the regional.
