Verbally, I think you’re correct. In written form though, there are several “State” universities that begin with F and G. Grambling State University, for instance. Verbally, to your point, no one says GSU. It’s just Grambling.
There are many more with “F,” though, we haven’t heard of most of them so, again to your point, it probably wouldn’t be confused in conversation. Coincidentally, in written form, what we verbally call Fresno State is actually California State Univ, Fresno, not FSU.
There’s even another LSU (but it’s not actually a “State” university); La Salle University.
