While I agree with you in certain cases, certain industries and businesses need Louisiana and its resources and access. Some are already heavily invested. Those are the ones in which the State is in a better negotiating position to force their hand to pay their share. ITEP definitely needs to be looked at for those industries and businesses.
When it comes to attracting new private investment? Then yes. Louisiana has to be overly generous and sweeten the pot. Short term pain for long-term gain. Once those businesses are heavily invested you can squeeze them a little more.

A multi-century history of corruption including perhaps the most corrupt Governor in US History has created an environment where a lot of companies do not even consider Louisiana and those that do must be bribed. Companies learn quickly that to open they better hire the right lobbyists, consultants and contractors or they will have a tough go at it. A friend of my dad's was with a non-profit group considering holding their event, which is well known and brings a lot of visitors, to New Orleans. One councilman straight out asked what HIS equity position would be in the event. A non-profit event.

This kind of comment illustrates, perfectly, the difference between a partisan and a non partisan. Or, as I prefer to put it, a liberal and a conservative.
When something isn't going right, and you don't know how to defend it, you say "yeah, well, Jindal sucked, too". But look around, ask anyone who voted for Jindal how we feel about him. We don't like him either!
But it's rare... very rare, to hear a liberal say that they regret voting for the disaster that is JBE. Because all of the evidence in the world that we are lagging behind the rest of the nation means nothing, unless you have a Republican to blame. That's really, really sad.

Indeed, Jindal upset me more than JBE on some levels as I had more hope when he got elected. But he let his politics dominate over what was really right for the state. Too many folks use too few of their limited IQ points and are all in or nothing on an issue candidate. Reagan and O'Neill worked together to create a plan that basically was the fuel for the tech boom when that investment power was unleashed. Even Clinton and Gingrich were able to balance the budget and reform entitlements. I do not see folks ever working together like that again because of the entrenched extremes in office.

If some nefarious State board wants to cut a companies taxes then let the State take the cut. Not local budgets. The only reason candidates are bringing up ITEP is because Lane Grigsby told them to when he wrote them a check.
