This used to be the rule but it was changed. At least it has for the supers and I thought it did for regionals too. The 2019 Super regional LSU was the away team in game 2 using their usual home dugout.

You are incorrect in your assessment here. The host team is allowed to use their preferred dugout whether designated home or visitor. Competitive advantage only comes into play of the venue has non-compliant areas that create that advantage.
