I asked my friend who is a dedicated O's fan about this and this was his response.
There is a contract obligation that he "physically" has to return to Norfolk. He will not miss his next start for Baltimore. The broadcasters were trying to explain it but he has to go to the triple A team for some reason for like a day.

you're holding this managements that been successful responsible for 25 years of bad baseball? The people in charge have sniffed a good team in the last few years so they know what they are doing. Because people think Gausman still represents LSU which in turn represents you, you are taking the send down personally and thinking moves like this is why the Oriloes have been bad...when the team under this management has been far from bad in a brutal AL east

Update from my friend
Turns out its more of a shuffling of players move. Gausman is the easiest to move to get to a 25 man roster (someone must be coming off the DL). The Orioles play a double header vs. Tampa soon and by rule can have 26 players for a double header. He will be recalled to make that start and bypass the regular rule that he would have to stay till July 1. After that start, it is likely he will not miss the following start either since he has proven to be effective in the bigs.

Bullpen depth basically, it's too bad they wasted 40 million on Ubaldo Jimenez but maybe he will turn it around after the All Star break.
