Who does a student like Foster appeal to in this process? Is it one professor, the dean of his college, some committee, other?

The appeal process is posted on LSU website. Google it. Ultimately it is done in writing. Then professor has a chance to refute or change grade. Then the higher ranking staff can rule if need be.

Did you know it takes 7 days to appeal a grade?

a professor may submit his grades early. If a professor has an exam on Monday or tuesday of exam week he may submit his grades by the end of that week.

This.

Final grades are due wednesday following exam week at 9 AM and for those graduating they're due on tuesday.

I did find it a bit weird that he was being announced as academically ineligible so early. Usually that kind of stuff doesn't happen until several days after the deadline for grades.

probably because he is a student athlete. I don't know much about the appeal situation but it may have been simply just talking to the dean about what happened, and the dean overruled the professor. Which he has the power to do.
