A 2021 rhesus-macaque study explicitly says aerosol animal models are needed to test candidate medical countermeasures.
* Understand an accidental or deliberate aerosol exposure. A 2023 study, for example, investigated very low-dose aerosol exposure because Ebola can potentially be delivered artificially as an aerosol.
There’s an important distinction here: aerosolizing existing Ebola virus experimentally is not the same thing as genetically modifying Ebola so that infected people readily transmit it through the air. NIAID’s own review stated that human-to-human Ebola transmission is primarily through direct contact with infected bodily fluids and that aerosol transmission among humans had not been observed, despite aerosol infection being demonstrated in animals.
There was also a completely different NIAID project involving an aerosolized Ebola vaccine—an inhalable vaccine delivered as a mist—which protected monkeys. In that case, “aerosolized Ebola vaccine” does not mean researchers were spraying infectious Ebola.”

What CAN they do about it? It's already done apparently. We can criminalize gain of function research, but that's already been done too. If our military is doing this via black ops research, not even that will matter.
