He paid a guy who had just completed a season with a losing record in the ACC the amount of $75 MILLION DOLLARS.
So yes, he does pay a lot of money to coaches.

Shelvin showed a lot of improvement this past season, so maybe some of the credit goes to Bill Johnson.

Kind of like Sean Payton. After 2009, he was suspended for a year, had three (3) losing seasons and never smelled the super bowl again. After 10 years he hasn't been back to the Super Bowl, but people still give him credit for 2009.

In 2017, Johnson's first season in L.A., the Rams ranked in the league's top five in both rushing defense and scoring defense. Although the franchise's defense took a step back in 2018 (23rd in rushing defense, 12th in scoring defense), the Rams reached Super Bowl 53 and defensive tackle Aaron Donald was named NFL Defensive Player of the Year for the second straight season.
It's not like he's been sitting at the nursing home and O went and hired him.
Towards the end of the year the DL looked much better. Lawrence was making plays, Shelvin and Ika were disruptive and Chaisson was looking dominant. As a rush LB in 3-4 I'm not sure whether Aranda or Johnson had the most input, but I would think the DL coach would be a big factor in developing rush skills.
Ideally we have or get a young DL analyst that Johnson can mentor and eventually take over. Until then, Johnson and O should be able to handle the DL.
