We're arguing language nuances and dialects here.
In Metro Frech, it means a panty-like garment. In Cajun French, we use it to describe any type of pants. The word Fond de culottes means seat of your pants.

I don't think Brian Kelly is installing a locker room culture that would make this acceptable. Orgeron let the inmates run the asylum, but the new sheriff is all about accountability with your teammates.
And I think if Kelly thought a kid was doing that he would seriously consider kicking them off the team to send a message.

Personally, I expect him to have a huge year, run a 4.4 or better at the combine, & be the #1 receiver (top 5 pick) selected in the draft.
