CFB Playoff Scarves...who gets?

For those who went to the Fiesta Bowl last year.....who gets the neck scarves at the CFB playoff games? Certain sections of the stadium? or those with certain tickets?

Looking at my playoff scarf for Notre Dame last year rn and pretty sure it’s only students in the student section who got it. Taco Bell sponsored it
