I didn’t say it is a requirement to step off to throw to the base. There’s a requirement to step off in order to throw to the first baseman where he was located at the time (which was not on the base).

Actually that may have been a worse result for Oregon. If he throws down the RF line Beloso reaches third, After he vomited, he mitigated the damage by not throwing to first.
