The Arky AD has to save face if Miles does turn down the job. The more people that turn down the job the worse the position looks to other possible candidates.

Nothing is funnier than watching a program that thinks its shite don't stink getting turned down by everyone they offer a job to. See Nebraska in the 90s.

They work with a hypothetical offer to get to that agreement. Something like this might get mentioned to Les' agent from a guy like Jerry Jones, "If Les were interested in a 5 year deal worth $27.5 mill then you should let Arkansas know about it."

Les ain't agreeing to any move to Arkansas without a firm offer. If by hypothetical you mean conditional, and by conditional you mean "If you want the job, the job is yours" then I agree.

That goes without saying. The point is that Arkansas would never formally put an offer out to Les without knowing that he would accept it.

Yeah, I know. But it's all semantics at that point. "offer" probably means different things to the different parties depending on how much face you are trying to save.
