Bama has already said they want the 1-7 model over the 3-6

The Tier 1 and Tier 2 split was based upon the previous 10 years of conference records (they used OU and Texas's Big XII records). The break came at A&M and UT. If UT is in the top tier, then Bama probably ends up with Auburn, UT, and State as its 3 permanent opponents, and Saban is still advocating for the 9 game schedule. But, having UT as his Tier 2 opponent was no bueno for Nick, so he changed his mind and started advocating for 8.
3/6 is the best, but I think the Tier 1/Tier 2 stuff is a mistake. Schools will have ups and downs, so what are they going to do? Rework the permanent opponents every four years? They should just do it kind of ad hoc until they get pairings that draw enough votes to get 3/6 over the line.
Failing that, I'm afraid that we may revert to something like the Big Ten is doing, where not everyone has the same number of permanent opponents, but this means that some schools will draw tough opponents more often that others, and I can't imagine the arguments over that.
