Attempts to refine a vaccine to HIV have been unsuccessful for 40 years. After 17 years there is still no vaccine to the sister virus of Corona-19, the SARS virus. After 5-6 years there is an Ebola vaccine that’s being used with some success in the current outbreak. I’m trying to be realistic.

No offense but I don't think you can fairly say that without having lived through them time periods.
Society and technology has changed so much since 1918-1919 and 1938-1945 that is impossible to say that this will have a similar impact on our lives and these past events did. They might, but we just don't know.
