Nope. Its a term created out of thin air. It refers to a person who has no official standing, not a student and is like any other person who is not enrolled in school. The player has NO official standing with any program as it relates to a current recruiting class.

Now if this unenrolled person signs and enters in the spring he then simply becomes a member of next year's class. Until that happens you can label him whatever you want , but he has no more standing than any other unenrolled person. He has no official commitment to any school nor does a school have any obligation to that player.
