Require schools to provide a 4yr scholarship. It’s a school and if education is important, prioritize it.
1 free transfer to a different conference, or 1 year sitting if in the same conference.
Free transfer to anywhere if head coach is fired or leaves for a better opportunity.
That would significantly alter how things are done today, and I believe for the better.

Easy. If you sign a contract it should be for 3-4 years to get the money. If you want big bucks, then make the commitment. This can't last. There are no rules. Use NFL contract language. Even better, let there be base salaries that are the same across the NCAA. Increases by the year. Earn bonuses with accomplishments.
