1) Yes, obviously it's tax deductible. It's an advertising expense, which reduces taxable income.
2) No, there is no limit. What possible limit would there be? Is there a cap on the amount that apple is allowed to spend on marketing?
3) I'm convinced that people (not necessarily saying the person I'm responding to) just don't understand the concept of a tax-deductible expense. There is no realistic scenario where you can make a donation or an NIL payment cash-flow positive. The tax-deductibility just means that it costs you less.

When has this ever happened before?
There has never been a point at which CFB spending has contracted for even a brief stretch of, say, 3yrs. Ever since the initial TV stuff went down back in the 80s(?), it has been a full-steam-ahead increase. TV contracts get bigger and bigger, Coaching salaries have continually risen, the facilities arms-race has gotten more and more absurd, and support staffs have grown and grown. Hell, not only has spending along all those vectors increased, but in many cases even the rate of the increase has increased. We may now see some of those categories of spending plateau or even decrease, but if so it will be because the money is being diverted to the players.
On the macro-level, the overall amount of money being spent will not decrease, absent a major shakeup in terms of the popularity of the sport.
