I agree with you guys. No need to try for guys like Brown or Jones when we have people with zero other offers ready to get on board! 
It's not star gazing to worry about numbers when there's a lot of elite players we want and only a few spots.
ETA: I don't know this kid from Adam, but I'm pretty sure Jones and Brown should be higher priority.

If we sign this kid, every time I read his name it will remind me of the Simpson's episode when Bart gets a credit card in the name of the dog. Only, instead of it saying Santa's Little Helper, it says Santos L Halper.

Based on his highlites, he looks to be one of the best run stopping safeties I've see. He's quick to react to the run and meets the runner hard around the line of scrimmage.
For them to continue to offer db s, the staff knows something we don't and I'm sure the spots will always be open for the elites so Ya'll just need to chill and let this play out.
