How is Auburn going to accept Reed's LOI

Rivals has them listed as signing 28 already. I don't know that much about the numbers so would someone be kind enough to explain this to me? Thought 28 was the max a team can sign.

5 count for last year, why do people always try and figure out the numbers. The coaches know how many they can take.

There is no guarantee that all 28 would qualify.
