Could someone sticky new recruiting rules?

I see people saying things that seem opposite of the way I thought it was starting this year. 25 is hard right? Can't sign 22 this year 28 the next correct?

When They Count
They count with a "sign a National Letter of Intent or an institutional offer of financial aid and student-athletes who may sign a financial aid agreement for the first time.". Note it says nothing about enrollment
13.9.2.3- is the 25 limit
13.9.2.3.1 provides for EE's backcounting
13.9.2.3.2 & 13.9.2.3.3 are the 2 exceptions

That is the singularly most ignorant article that I've ever seen on the subject. It is an utter professional embarrassment.
I'm gonna try and make you an expert. It's up to you if you want to be one:
Anybody who signs a promise (eg NLI) of or an award of a scholarship counts (This includes transfers).
Exceptions:
o a 2+ yr walk on.
o someone who has already counted. E.g. if Lindsey Scott Jr would return to LSU he wouldn't count. If he goes to MO, he counts against their numbers because he's never counted there.
o Someone who's collegiate career is over before he participates in activities (injury, illness, death ...) isn't counted.
Backcounting is allowed.
That's it. Just knowing this thru the first exception + backcounting will cover 98+% of circumstances and the last 2 should be intuitive.

Transfers count only against the 85-limit, so they do not affect signing class numbers.
If it's first time offer of scholarship (a.k.a. financial aid) it counts.
That's why our kicker this year counts, and counts against this year.
