in football, D1 schools are limited to 25 signees per year or 25 + 7 this year thanks to the portal. with 13 basketball scholarships, is there a similar limit or could an entire team turnover? will wade signed 8 or 9 kids last year?

Overthinking it.

Looks like NCAA used to have a 5/8 rule in basketball. you can sign 5 per year and no more than 8 over a 2-year period, but that was removed in 2004.

You can sign as many players as their are scholarships available. If the entire team leaves/transfers, McMahon will have 13 scholarships to use however he wants. Be it HS signees or transfers.

Conceivably, yes. The most recent example is Iowa St. They returned (I think) three guys from last year's team. The new HC signed 8 new players in the offseason (seven transfers; one HS signee). They didn't use all of their 13 available scholarships.
