Pretty sure Justin Jefferson’s listed recruiting 40 time was a 4.9. He had a billion yards in college and ran 4.44 at the combine.

Almost always.
House knows what he’s doing, as well. He managed to scheme around an overall lack of top-end speed in the secondary this year. That was really only exposed badly by UT. I’m sure that will improve next season, but not everyone back there has to run a 4.4 to be effective.

High school and college 40 times are for the most part inaccurate. You also need to take into account their form. If he's a 4.8 40 kid his game tale should show it.
