I have the same. Do you have black stuff on the trees too?

Sounds like it might be one of the insect scales. LINK. Scale can be controlled. I usually use soil drench imidachloprid.
You can contact the author of the attached article - include photos - for help in identification and control measures. If by chance she is unable to identify the insect, she most likely would forward the photos to one of the entomological extension specialist on the Baton Rouge campus to help with identification.
