Which ballast is bad in fluorescent light?

I have a florescent light that has four F40 bulbs. Two of the bulbs work, two do not. When I disconnect one of the working bulbs, the other goes out. I also put in two new bulbs in the two not working, and nothing.

The light has two ballast in it. Lets call the bulbs 1, 2, 3, and 4. 2 and 3 are not working.

Ballast one has bulbs with wires in this order: #1 white, #2 red, #3 blue, #4 yellow.

Ballast two has bulbs with wires in this order: #1 blue, #2 yellow, #3 white, #4 red.

So which ballast is bad, the one that has bulbs #2 and #3 with red/blue wires or yellow/white wires?

Honestly, do yourself a favor and remove all the ballasts and replace the fluorescent bulbs with LED bulbs with the built-in ballast. Simple to re-wire. Look at a couple YouTube DYI videos on how to do it. I’ve retro-fitted all my fluorescent light fixtures in kitchen, carport and workshop to LED and couldn’t be happier - instant light, no flickering, etc. No more costly than replacing a ballast.

junk it and go with new LED lights

the lighting is better, its easier on your eyes, and no bulbs to replace ever because they last a lifetime

ballasts for fluorescent lights are not all the same and to work right you need the exact same type, finding replacements is hit or miss at best if you can even find them.

And just to be clear, you realize you use the same lighting fixture, you just remove the ballast, re-direct the wires to one side of the light bulb “clips”, and insert the new LED bulbs. The bulbs come with instructions on re-wiring, but watch a couple YT videos first.
Don’t forget to turn off right circuit breaker.

PS I think I ordered my bulbs from Amazon, Hyperikon. More choices of bulb color temperatures and much better price than I could find locally. I think I replaced/re-wired for about 20 bulbs.

I ended up with a giant pile of ballasts and floursecent shite lights when done.

Felt good man.

6 2-ballast 4 tube units in basement bedroom, 2 2 tube units in laundry room and 1 4v tuner unit in master closet.

It was an epiphany when I flipped the 2 switches in the basement and all 24 LEDs lights came on and there was ZERO buzzing or flickering/half working lights.

Best weekend project ever.

I just finished changing them over to LED. I recommend everyone do it.
