Why does this freezer keep having ice form? Is it a bad seal? Something eles?

That would be my guess - shouldn’t be that difficult to change out the gasket. How old is the freezer?

I assume it has a water/ice dispenser in same compartment? If so, the water IN may be a teency bit off and partially missing the fill target. Thus, spilling a little and freezing over.
This happened to ours when new but I corrected the fill trough where it fed the ice maker. Problem fixed.

No, just a plain refrigerator with a freezer on top.

Take a dollar bill and close it in the freezer door. Be sure there is enough of the bill sticking out so you can pull it. If the bill slips out easily, then there's a weak spot in the gasket seal.

Looks like that is happening during the defrost cycle to me, and then re-freezing when the defrost cycle is off. I would try to figure out where the melt water is supposed to drain. Also, I would check to see if the freezer is leveled the way it is supposed to be.

That looks like warm air getting inside, condensing, and then freezing.

My freezer door leaked through a door vent, so I duct taped the vent shut to solve the issue.

Changing the gasket should solve your problem.

Had to do this as well and it worked. Even if it doesn't you won't be too much out of pocket
