Uneven burner on cooktop

I’m not sure what’s causing this. I even exchange the top disc from another burner and same results.

My discs can slide around. When more flame comes out one side, I just bump it that direction.

you cleaned the teeth/grooves underneath the cap? Use a toothpick to get in the grooves

Safety pin in the gas port , when off of course. The gas gets clogged and will cause this
