Sealing exterior windows

I just purchased a house and I was going over the inspection report and it says the exterior window frames need caulking. I’ve understood that you should leave the bottoms of the frame open to allow moisture to escape. Should the bottom of the frame be caulked or left open?

You might be thinking about weep holes?
