So I have one bad patch of clovers... is it really necessary to do pre emergent? I’m think I can get away with just a post emergent for this one section

If all you are trying to do is get rid of a patch of clovers then you can spot treat with a post em. Also if you are dealing with white clover that is a perennial and spreads through vegetative propagation and not by seed. Your pre em is not going to work for that.
