Livingston Parish Questions on Building Near Property Line & Permits

A little ignorant on this subject, but I’m planning to build a pole barn on my property in Livingston Parish. I will be having a pond dug and using the dirt for the pad.
- Do I need a permit for digging the pond and building up the pad or only a permit for the building?
- Where would I find the restrictions on how far off the property line the building needs to be?

Call Livingston permit office. Not sure about digging but I didn’t need a permit until I added electricity. Inside city limits is different.
