Large patch of weeds/poor grass growth.

I'm trying to decide how to handle this. It's a half circle with about a 20ft diameter. If I kill the weeds and put down preemergent will I end up with a big dirt area all winter? Would it be better to skip that area with the preemergent and put some rye grass down?
