Ice hanging out of one of my outdoor pipes

I wrapped my pipes last night and dripped faucets.

One pipe is still dripping but the other has an ice sickle hanging out of the pipe. How big of a deal is this? How do I fix it?

side note: I live in a townhome. This particular pipe has some kind of plastic meter looking thing attached to it so when I do turn the water “on”, nothing ever comes out yet here I am with an ice sickle.

I'm confused. Are you saying you dripped the outside faucets?

Yes but the spout has a plastic thing over it (almost like a faucet protector maybe?) that causes no water to run out when turned on but there’s ice hanging today. Just odd.

That's what I've been doing for decades. I have 2 faucets outside, one in the front of the house where the water supply comes into the house from underground piping and the other is at the rear of the house by my patio.

All my pipes are either inside the structure or wrapped with foam pipe insulation if exposed to the weather. My house is a 2 story with the main living area on the 2nd floor.

I leave the faucet by the patio, the farthest one from the supply inlet and at the lowest level from all other pipes run slightly when the weather occasionally freezes. This way, water flows from front to back and there is no need to run water anywhere in the house that way.

Yes, I turned the handle but because of what is attached to the spout, no water ever comes out.
However, this morning, there is an ice sickle hanging out of the plastic thing.

That plastic thing you are referring to may be a product to protect the hose bib from freezing if left turned off. They are sometimes called "Hose Bib Freeze Covers".

Ok so this is what it is. I was off. It was a hose timer and the water wasn’t coming out last night but it had an ice sickle hanging out of the spout on the right in the picture.

Also, I took a shower today and my water pressure and temperature was good. It was hot. Well when I got out of the shower, about 10 min later, all my water pressure in my house went away. It has slowly started coming back.

Any idea what’s caused the pressure issue?

Could be there's a bunch of people with broken pipes leaking and this will deplete the pressure along the supply chain.

You're not going to see pressure drops from broken pipes until the temp rises and ice thaws i would think.
