Added soil and tilled this morning, removed pavers stones. Should I mulch and put them back or replace and mulch? Headed to pickup mulch shortly so hasty answers are appreciated.

What are the paver stones used for - flower bed border? Walking on when you access areas inside the beds, something else….? You are not clear here.
Personally, I’d put the pavers on a solid soil base, so I’d personally replace the pavers first and then mulch over them if you don’t want them exposed. It’s what I do where I have paver stones in landscape beds to walk on when accessing outdoor faucets. Don’t think it’s a big deal either way.

Putting them on a solid soil base first is definitely the way to go so they don't shift around under the mulch. If they're just for basic access, it shouldn't take much work. What kind of mulch are you planning to put over them?
