If you had to guess do you think the romex is stapled to the studs in my wall?

99.99999%
Most electric code has this as a requirement.

Why would it not be? Did you not try to pull it?

its code, so 100% unless billy bob did it himself its got no less then 3 staples in every stud
if you are in a jam what you can do is put in a pop-in box high up around head level and reach in to pull the wire loose and use the box as a junction box to run a new wire down to your outlet.
its not the ideal situation but can save you a ton of work and still meets code as long as connections are inside a box with a cover
only other option is add a juction box in attic and pull as much of the wire out as you can, then drop a new wire down the wall and replace the outlet box with a pop-in box so you can reach and fish out the wire

I kinda got lucky that it is an exterior wall and the outside is stripped down to the plywood to be hardie planked. I can go cut a strip of the plywood to get access to the romex. From there I can can splice and mount a junction box to the stud. That should work, hunh?

the junction box cannot be enclosed inside the wall and it has to have a removable cover you can get access to, otherwise its against code and if you have a fire the insurance wont cover the damage
if its an outside wall, what i would do is open the soffet overhang and run a new wire down the wall that way and cut the wire and mount the junction box in the attic. thats as good as you can get and the least work involved

No soffit. It is under a covered patio.
The red circle is where the interior outlet is. The line represents the romex. I think I will cut a strip out of the wall to gain access to the romex. Then I will cut a hole in the wood ceiling to spice and mount junction boxes. Screw all the wood back on and done. I am putting bead board on the ceiling so that will cover my cut out.

well ya pulling exterior plywood off is best now looking at that picture, but assuming the wire has issues you still gotta run new wire to a junction box in attic and you can just cut loose and leave the old wire there without removing it
that said, you have 2 outlets within inches of each other, i would just run a short wire from ext outlet to the interior outlet and your done. then go in attic and cut the old wire, put wire nuts on the ends, and stick it in a junction box in the attic to secure it

There is no issue with the wire in the wall. The issue in the outlet where I drilled into by accident. So, if I splice some slack I should be able to pull it threw the box, cut the wires and reconnect to the outlet.
After typing that I may run new wire so I only have one splice per wire.

The interior outlet also powers several light switches so I need to pawer it.

have you tried checking it to see just how much slack you have? sometimes i have seen guys leave about 6" in the outlet box and if you didnt break the wire you can tape it up really well and make sure the ground wire isnt on the same side of the box as the power wires and you might be ok

. I tore some shite up in there. No slack in the box or the attic.

Last question. So, I drilled a hole through the box. Does it need to be replaced? I am not sure I can get it out without screwing up my wall.

Just put a fire pad insert in the back of it and call it a day
