Caulking Venting pipes on roof

Purchasing a house and one of the things the inspector saw was the caulking for the vent pipes on the roof is a little bad. I watched a couple of YouTube videos on this. It doesn’t seem too hard.
Is this as simple as it looks? Instead of paying someone to come do it

Caulking....
If properly installed they do not need to be caulked.

No caulking maybe replace the boot if anything caulk between the roof decking to the boot then tarpaper then shingle he didn’t pull that off and if he thought that was ok I might call him out on that he should know better.

Looks simple enough from the pictures. Usually the rubber boot fits snug on the pipe and no sealer is necessary.
But you can get a tube of roofing pitch/black sealer and seal it up yourself.
Not sure if you'd remove the old caulk, or just fill in at the bottom. Either way.

Problem here, a lot of those thru roof vent covers break down after about 10 years. The rubber seal is what breaks down. Been there, done this.
OP, it's easy. You just need to clean everything up good and remove anything that is loose. Buy a caulking gun. Dirt cheap. Use a good silicone. Have some paper towels to clean up.

Correct, but you can throw these repair sleaves on there and they hold up a lot better than the caulk
