Bug I.D. and mealy bug issues...

Whenever I get mealy bugs on hibiscus, these guys appear. I can't figure out if they are laying the mealy bugs or eating them. Any ideas?

They alone or in groups? Either assassin bug or juvenile leaf footed bug. If in groups it's probably a leaf footed bug. I'm guessing assassin that's feeding on the mealy bugs

That's an assasin bug. Even as nymphs leaf-footed bugs will have the beginnings of the leaf shape on their rear legs. They also generally have a wider body.
The above is a young Eastern Leaf-footed Bug. Yours looks like a Milkweed Assasin Bug.
This one is a Giant Leaf-footed Bug nymph:
I also think that the antennae are thinner, or more fragile looking on the Assasin Bugs.
