Yes, this is definitely true. But most of the tubs don’t need to be filled more than 1/3 or so full to clean them out. So this leaves adequate room for the suds, similar to using bubble bath. If there’s not adequate room, then you are correct. That’s where the idea of dishwasher detergent comes from.
