I posted this 6 months ago and got some excellent replies about how to fix it. I was able to get it working by replacing the 2 relay switches and the thermostat.
Now it is not cooling again but the compressor is making a slight noise and is very hot. Any expertise on this subject will be greatly appreciated.

While I was in a hotel for the hurricane two weeks ago, some of the linemen/maintenance guys were talking over breakfast. One of them was joking that he heard a compressor making a funny noise in the hotel, and went looking for it. It was the ice machine. The electrical bros were asking what the problem was, and the HVAC guy replied, "A faulty compressor, dumbass."

I'm assuming you already cleaned dust or anything that may be impeding heat exchange already.

Put a 3n1 start kit on it. Part number rco410.

If it doesn't run with that then the compressor is bad.
The 3n1 is less than $20.

Thanks for the info, Napoleon.
I installed the start kit you recommended according to the instructions.
The compressor came on when I plugged the fridge in but now it is only making a very faint noise and it is very hot. It also is not cooling.
Does all this mean the compressor is shot?
Thanks.
