There is a poured concrete "footer" all the way around the outside of the deck. The last pavers sit on top of it. I am not sure how deep it goes but Its strong enough for the pool cage to be screwed down to it

Neal Communities make about 5-10K house in Florida per year and most of them are very similar. I just think they made some mistakes with the compaction. Im hoping. WE will have it looked at

And I am not sure if they do the compaction by hand or a machine.

Bad plan when you live in the sinkhole capital of America. I have travertine pavers but they were installed on the existing concrete slab. Even though I have that, rainwater will wash away the leveling sand. Your leveling sand will filter down throught the gravel base.
