Who comes up with the order of the message boards?

Just curious. I remember a year or two ago when the movie/tv board jumped the politics board.
I would assume it can't be in the order of user traffic (otherwise, the OT would be a lot higher).
I propose that the movie talk board be put right above the gaming board.

I am pretty sure there is a sophisticated algorithm that will calculate board order that factors in the following:
1) authentic hits per registered user.
2) authentic hits per logged in registered user.
3) authentic hits per hour
4) authentic hits per work week.
5) new posts divided by post count of registered user.
6) quality of new post calculated by authentic hits per lurker and per registered user.
I think I left a couple out. These factors are all loaded into a MatLab type analysis program to calculate the order of message boards the user sees.
