what is the point of up/down votes?

Is there a place where I can view the cumulative totals? At times, there are downvotes for the most objective rational posts that are not even opinion based. Idiot just down vote to be jackasses. Anyway, just wondering

It's just a way to show opinion of a particular post, or to troll anonymously since no one can see who voted (don't know if even admins can see that). I really don't think they serve any other purpose.

I'm pretty sure there's someone who downvotes every post (or damn near all of them) on the help board. If anything, you have to admire their dedication to something that has no meaning what so ever.
