What is the origin of the phrase Germans?

I know the meaning within the context of the board, (something already covered to death) but how did the phrase originate?

Ah. I see.

By the way, I don't really spend a lot of time on other boards, so I thought Germans was something said specifically on the Rant. Sorry about that.
