While this is technically true, it's practically false. If you have a router that shares your internet connection, every computer using that router shows up to web sites as the IP address assigned to the router by the ISP. So 2 people sharing an apartment for instance would show up as the same IP address. In fact the most common "I'm not an alter" defense I've seen is, "that's my roommate."
