Starting a Message Board Site (hopefully)

I have developed a pretty good idea for a message board site. Yes, spending time on TD has helped me come up with this. I obviously have many questions but what would be the best way to get this started? Do I go to a web hosting site and pay them? Where is chicken??? It has nothing to do with LSU, SEC or anything college football so I will not be interfering with TD business.
One of my main problems is, I don't know what questions to ask. Maybe you experts can at least point me in the right direction.... TIA

I understand what you are saying. Didn't really expect the man himself to show face.
My idea would be specialized for certain people with similar careers. Not enough of the kind of people needed for my idea are on this site. Because after all, most of you hate on what I am looking for.
